With the goal of developing pool of instructors for Disaster Risk Reduction and Management (DRRM) and Incident Command System (ICS) capacity building activities in the province, the Provincial Government of Camarines Sur, through the Provincial Disaster Risk Reduction and Management Council (PDRRMC), in collaboration with the Office of Civil Defense (OCD) Regional Office 5, conducted the Training for Instructors on February 6-10, 2023 at the Villa del Rey Function Hall, Capitol Complex, Cadlan, Pili, Camarines Sur.
“This training course is to develop instructors and train them with proper sequences on how to effectively deliver different courses in disaster response,” explained Medardo “Batchie” Batiller, Operation Head of Emergency Rescue Unit Foundation in Cebu and the course coordinator and monitor during the TFI.
Thirty-eight representatives from member-agencies Environment, Disaster Management and Emergency Response Office (EDMERO), Provincial Health Office (PHO), Department of Health (DOH), Rural Health Unit-Siruma (RHU), Philippine National Police (PNP), Bureau of Fire Protection (BFP), Armed Forces of the Philippines (AFP), Department of Education (DepEd), Camarines Sur Polytechnic Colleges (CSPC), and Local Government Units (LGU) of Nabua, Calabanga, Baao, and Presentacion joined the training where they learned about classroom management, how to write objectives, prepare a lesson plan, operate audiovisual equipment, and how to employ different methods of instruction. After a series of presentations, they were evaluated for effectiveness.
“The very purpose of training new instructors is for us to have a standard when it comes to disaster response training. This is not only for the province or the region, but for the whole country. It is so much easier to unify us and our efforts because whichever part of the country you go to, we have the same way of delivery, the same terminologies, and the same standard,” furthered Sir Batchie.
After the 5-day skills-based training, thirty-seven (37) participants, who have also undertaken several DRRM training and completed the ladderized courses of ICS, successfully graduated and became the newest members of ICS Bicol cadres. The challenge now is for them to use their gained knowledge and skills to utilize the concepts of TFI in how to effectively teach DRRM courses from regional down to the barangay level.
The Provincial Government of Camarines Sur has always been adamant in ensuring the safety of its people and so, apart from increasing the number of instructors in the province and increasing the capacity of CamSur ICS graduates to develop new set of cadres, the training also aimed to further strengthen the management capacity of the province in the field of ICS.
