MISSION & VISION

This law mandates the creation of the PDRRMO. It shifts the responsibility from "waiting for disaster to happen" to Proactive Resilience. This aligns with your Vision of "Sustained Growth" by ensuring that one typhoon doesn't wipe out years of economic progress.

This rule makes your Mission of "Accountable Public Service" enforceable.

It mandates the Provincial Government to simplify its processes (like the "Smart Province" and Uptown developments). It provides the legal "teeth" to penalize government employees who delay services, ensuring the "Accountable Service" mentioned in your Mission.

This supports your Vision for "Agro-Industrialization" and "Global Competitiveness."

It allows the Provincial Government to partner with the Philippine Economic Zone Authority (PEZA) to create IT parks and manufacturing hubs (like the ones in Pili). This is the legal mechanism that turns "endowed resources" into "sustained socio-economic growth."

While not a law, this is a landmark regulation that changed everything for provinces.

It increased the budget of the Provincial Government significantly by including all national taxes (customs, etc.) in the local share. This provides the financial power to actually implement the "Bolder and Bigger" infrastructure required in your Mission.
