BUILDING A BETTER COMMUNITY.  The launching of the first Binyagang Bayan heralds a new phase in Gov. LRay Villafuerte’s comprehensive human resource development program with more than a thousand new Christians baptized in Tara, Sipocot, CamSur.  Gov.
