CSC confers Citizen Satisfaction Center Seal of Excellence Award on CamSur
One of only 6 LGUs in the Philippines
PILI, CamSur – Governor LRay Villafuerte received in behalf of the province of CamSur the Citizen Satisfaction Center Seal of Excellence award for exemplary implementation of R.A. 9485, known as “The Anti-Red Tape Act of 2007”, at the Convention Center of the Provincial Capitol here Monday morning, January 10.
Civil Service Commissioner Edgar D. Buenaflor himself was guest of honor and presented the award together with a cash incentive of P50,000 during the simple landmark ceremony attended by local executives and heads of government agencies, government owned and controlled corporations and employees of the province.
In receiving the award, Governor Villafuerte dedicated the honor of the accolade to his fellow public servants in the provincial government. “I look at my fellow public servants – people whom I have had the pleasure of working with for close to 7 years . . . I see how hard you work, and I recognize that without your able assistance, no government organization can function efficiently and effectively”, the Governor declared.
“I am blessed to be with the best people – and I know that with partners such as my people, everything is possible, that CamSur will continue to progress”, the Governor added.
R.A. 9485 seeks to improve efficiency in the delivery of government service, particularly in the area of front-line services in line with the avowed policy of the state to promote integrity, proper management of public affairs and public property as well as to establish effective practices aimed at the prevention of graft and corruption in government.
Towards this end, all government units, agencies and instrumentalities were mandated to set up their respective Citizen’s Charters that shall set their respective standards and outline procedures to access front line services that shall be publicized to serve as a guide to constituents seeking to avail of front line services.
Against their Citizen’s Charter, all offices and agencies are subject to a Report Card Survey by the Civil Service Commission in coordination with the Development Academy of the Philippines which will be used to obtain feedback from people transacting with the LGU or agency whether their service commitments were realized.
The survey is also used to determine hidden costs incurred by clients to access services which may include bribes or payments to fixers.
CamSur’s report card reflected very commendable ratings, resulting in the province being made the regional model and eventually being chosen one of only six recipients for the Seal of Excellence award conferred by the CSC for the very first time.
“Sa mga lingkod bayan na gaya ko, sana po ay mabigyang inspirasyon kayo ng karangalang ito – at sana po ay lagi nating alalahanin na ang tunay na paglilingkod sa ating mga mamamayan ay nakikita sa isip, sa salita at sa gawa”, Governor Villafuerte concluded in his acceptance speech.
